Based in the heart of Winnipeg, OFE is a non profit organization offering fully free employment services to all Winnipeg job seekers including immigrants, refugees, newcomers, and career changers. Whether you’re pursuing your first job in Canada or shifting into a new field, our tailored approach helps you succeed.
Every newcomer brings unique experiences, education, and goals. We start by getting to know you personally, your past career, language proficiency, and future aspirations. Together, we’ll create a customized employment plan to meet your needs.
When you first visit OFE, you’ll meet one-on-one with an Employment Advisor who will help assess your needs and career goals. You don’t need to bring a polished resume or know exactly what job you want, just come as you are. We’ll work together to map out your next steps.
A key challenge newcomers face is overcoming barriers such as unfamiliar hiring standards, language differences, credential recognition, and lack of Canadian work experience. For many, joining the Canadian workforce quickly and meaningfully can feel out of reach, but OFE helps bridge that gap.
Statistics Canada recently highlighted that from July 2023 to July 2024, the unemployment rate among recent immigrants (those in Canada for five years or less) rose to 12.6%, compared to 5.6% for Canadian-born individuals and 6.3% for established immigrants (www150.statcan.gc.ca).
This data shows the steep challenges newcomers face early on, yet it also underscores why OFE’s services are so vital. Helping participants avoid early career setbacks builds a foundation for long-term success.

After registering, you’ll gain access to job postings, personalized resume support, free workshops, and job matching with real employers in Winnipeg. You’ll also have a dedicated advisor who stays in touch and helps you stay motivated and prepared.
Securing a job is just the beginning. Our Employment Advisors offer continued guidance after placement, from workplace advice to referrals for community support. Many of our staff are newcomers themselves, offering empathetic, culturally aware support.
